Paul Horn


Paul has almost 30 years’ experience in community development at the local, state, and federal levels. He has specialized in providing a variety of technical assistance to city and town officials, community organizations, and nonprofit boards. As a Community Builder for the Department of Housing and Urban Development (1999-2000), Mr. Horn specialized in economic development, helping local governments, businesses, and community development corporations assemble financing for various projects, including the HUD 108 Loan Guarantee Program, and develop local strategies for business development. For the State of Massachusetts, as a consultant to the Department of Housing and Community Development, Mr. Horn developed the “Local Partnership Program,” a statewide initiative of planning assistance targeted to small and rural communities. He organized training workshops on economic development planning, developed training materials and advised local public/private partnerships on strategies and resources to address local goals and concerns.
